have a chance to but this piece of willow measuring 7.5x3x3. how do you think I should cut it for pen blanks. Cross grain, with grain or other?

Depends on what styles of pen you want to make . For me , I would lop off 1.25 inch on each end , giving me 4 Sierra type straight grain blanks , then make four 0.75 inch slabs , each of which should give two full length X-ct and two Sierra length X-ct . But if you want to make a Panache , your full size blanks should be closer to 6x1x1 .

If the wood is not completely dry , ignore all of the above .

I agree with Fish30114, cross grain will give you some outstanding patterns from that piece of wood !! Don't discard any pieces that are cut off to make the blanks !! Use them as salvage wood and cast them in a contrasting color PR to make some amazing pen blanks. You could also glue up 1/8th inch strips around a suqare core as I did with my Walnut shells.
