Elegant American kit

I picked up a few different pen kits at a local Rockler this morning with some gift cards I recently got. One of the kits is the Elegant American BP.

One of the brass tubes is about 5/32 longer than the other. Can anyone tell me if the longer tube is for the top or bottom of the pen? The instructions do not mention this. I would guess the bottom, but not sure.
Also, what is the recommended size hole for this kit.

Instructions don't seem very clear.
I read some past posts on assembly issues with similar kits. Sounds like this should be fun for a newbie.

I have always found that the longer tube is for the nib end so far.

I've made a number of these. The longer tube is for the bottom. The drill size is "O." Enjoy, I really like these kits. To me they are simple and classic look.
