Firstly, sorry for the bad cell phone pics. Usually I can get a decent one but the super thick CA finish or something (my skills level) isnt allowing me to focus perfectly.

Grabbed this out of a relative's firewood stack. The grain is so wild with punky rotten pockets, it almost looks like a just stabbed it repeatedly with a tool before i put my CA finish on it.

will the CA (soaked with thin a lot while turning and before applying around 20 coats of medium to fill all voids) stop the spalting (fungus/rotting?) process?

I will include a picture of a pen made from regular oak from the same wood pile, for comparison.

Just being dried should help halt the rotting, though whether that kills the bacteria that actually break down the wood ... I don't know :-(
I know a prep step in turning green bowls is a denatured alcohol soak -- I'd imagine that would kill just about any organism residing inside the wood as well.

drying out stops spalting, the fungus needs moisture to grow. cant say if ca will stop it my guess is if it was dry and soak with thin the can would use up or force out any moister on curing .
