It could be, but another guess would be dyed Box Elder Burl.

I do not think it is Buckeye Burl, but I do not know what it is.

I found the same picture when I was going through a PSI catalogue. It was labeled as blue dyed maple burl

I would agree with it being blue dyed maple burl.

That might narrow it down to one of the 13 species of maple native to N America .

FWIW Box Elder is a maple native to North America.
