bushings for Jr. Statesman 11

I have a set of bushing for a jr. statesman version 2. One is bushing is larger than the other on the lower barrel. One bushing measures 0.478 and the other bushing measures 0.513. Is this for a tapered barrel or is this the normal size? Can anyone tell me, Please!!!

The upper bushings are the same, the lower bushings are different sizes the larger is for the nib end and the smaller is for the finial end.
