Do I need to drill a blank a little larger than recommended to make sure the tube fits OK when I paint the blank, or will the standard size drill hole allow for the extra thickness of the paint? Thanks in advance for your help.

No I don't. Use your calipers on the brass, I think you might be surprised on some kits at the amount of extra space already built in. ,I know I was.

Depends a bit on the kit . Some have more clearance than others . Not a bad idea to go once around the hole with a rat tail file before painting . Then try inserting the tube after the paint is dry .
