I have a customer that wants a Baron/Navigator style pen, but he wants it with a ballpoint cartridge. Does anyone know where I can find a ballpoint cartridge to replace the rollerball that comes with the kits?

If I remember correctly I think the uniball or the zebra refills fit the baron.

I've never tried one and they are pricey, but these Cross brand refills seem to be direct ballpoint replacements for rollerball refills:

You can also make spacers to allow using standard Parker style refills in rollerball pens. I made these for a couple of customers who prefer a ballpoint refill but like the look of capped pens.
