YEs it's a Polaris pen and the rifle part turns.
I'll let you think about it before I tell you a little"secret"

The cap is from a different kit, pressed into the brass of the shell casing but not so far as to pin the clip in, allowing it to rotate. The shell casing replaces the original knurled top.

Let me have a little more fun.
I'm always getting a rough time for thinking outside the"box" so let me enjoy this.
The answer may not be evident to new turners,but I'm sure the "older" hands are going to say"UGGH!" when they figure it out.

not really,I mean the rifle clip is for a slimline pen but it has nothing to do with the cap other than the fact I had to drill the cap out for it.

Polaris pen, rifle clip reversed. I would say the lower barrel of a longwood pen slipped over the twist mech. but the tube size is wrong. at any rate a short piece of 8mm tube for the final piece that would fit on the back end of the twist mechanism. the end cap for the Longwood seems about right also. still the wrong tube size though. I think.
don't have enough styles on hand to check other possibilities.

Daniel you came the closest but I don't undertand the part about the rifle clip reversed.
8mm tube fits the polaris mech.
I won't go into details how I did the cap because I do them differently now.
Suffice to say there is a tenon in the cap on the end of the antler.
I drilled the end of the casing and filed it so the stud would "press fit"

I have never used a rifle clip and didn't know which way the rifle pointed. your comment made me realie it is on the right direction.
at any rate, very creative and a really good looking pen to boot.
