This a pen with urushi lacquer called "Ko-Neegoro", Ko = Old.
It is a Negoro Lacquer with cracks and crackles to simulate really old lacquer.
The cracks are achieved by brushing thinned egg-white over the urushi lacquer just befor the surface starts to harden.
