As for the how, I would say to mentally disassemble the layers and start thinking about how you might accomplish the steps. I can see a method or two that might work for that and might have to give it some thought down the road.

Its a long process...drill then cut your smaller diameter blank on the desired angle, glue it on the tube, pair it up with a saccrifficial piece of wood unglued, turn it. same step for the larger piece part off where you want your rings, add them then turn the rest, but turn carefully at free end as there is no saccrificial wood for support. the tricky part is matching up the angles, you can undercut where they meet until you get good at it. Hope this helps.
